An Azerbaijan Airlines plane crashed in Aktau. According to preliminary information, there are survivors.
The crashed passenger plane belonged to Azerbaijan Airlines. The plane was flying from Baku to Grozny, the Ministry of Transport reported.
"The circumstances of the incident are being clarified. A special investigation will be conducted," the statement said.
There are 52 personnel and 11 pieces of equipment working at the scene of the incident, the press service of the Ministry of Emergency Situations of the Republic of Kazakhstan specified.
"Upon arrival, the aircraft was found to be on fire. Rescue units began extinguishing the fire," the statement said.
At approximately 12:35 the fire was completely extinguished by the Ministry of Emergency Situations. Doctors and psychologists from the Central Medical Center of the Ministry of Emergency Situations of the Republic of Kazakhstan are working at the scene.

According to the RSE "KazAeronavigation", the plane flying on the Baku-Grozny route declared an emergency situation due to a collision with a bird and a steering malfunction.
There were 67 passengers and five crew members on board the aircraft.
Victims
The Health Department of Mangistau Region initially reported that 12 people were taken to the regional hospital in Aktau. Later, the data was supplemented: 14 victims were taken to the regional hospital, including two children aged 11 and 16.
"Five patients are in serious condition. They were hospitalized in intensive care. An 11-year-old child was admitted to the regional hospital, and is being examined at the level of the emergency room. Another 16-year-old child is also being transported," the statement said.
According to the latest data, there are currently 22 people in the hospital.

The Ministry of Transport of the Republic of Kazakhstan reported that, according to preliminary data, there were 37 citizens of Azerbaijan, six from Kazakhstan, three from Kyrgyzstan and 16 from Russia on board.
The number of survivors has increased to 28 people, of whom two children were taken to hospitals, the press service of the Ministry of Emergency Situations of the Republic of Kazakhstan reported .
According to preliminary information from the Mangistau State Aviation Administration, 4 dead people were found at the crash site.
A criminal case has been opened
A criminal case has been opened into the plane crash near Aktau. This was reported by the press service of the transport police department.
“Regarding the crash of the Az Airlines plane: currently, the employees of the transport police department have launched a pre-trial investigation under the article “Violation of safety rules during the operation of a vehicle, which resulted in the death of two or more persons through negligence” of the Criminal Code of the Republic of Kazakhstan,” the transport police department reported.
Akim of Mangistau region Nurdaulet Kilybay arrived at the crash site. The head of the region got acquainted with the details of the incident and the course of rescue operations. This was reported by the press service of the akimat.
Akim Kilybay gave relevant instructions to the competent authorities and emphasized that all measures taken will be under his personal control.

A government commission has been created to investigate the causes of the accident near Aktau.
