Be that as it may, civil servants are a separate caste of people who rotate our sovereign Kazakhstani globe. Perhaps it is not thanks to them that the sun sets and rises on time, but everything else depends on them. And depriving them of bonuses, despite my lack of personal sympathy for this category of citizens, looks, to put it mildly, murderously cruel.
