The Ministry of Culture and Information has developed a draft amendment to the rules for joining a petition — they plan to monitor and even delete (hide) comments on petitions on the e-petition.kz website if such a comment violates the norms of Kazakhstani legislation. KazTAG writes about this.
The justification states that a citizen of Kazakhstan has the right to express his/her attitude towards an online petition by writing a comment on it in the public domain. At the same time, as noted by the department, it is necessary to amend the rules regarding the moderation of comments. Upon receipt of a complaint about a comment or part of it, the authorized body checks the comment for violation of the norms of the legislation of the Republic of Kazakhstan.
“In the rules for joining a petition approved by the said order: Chapter 2. The procedure for joining a petition in electronic form shall be supplemented with paragraphs 7-1 and 7-2 of the following content: upon detection of a violation of the norms of the legislation of the Republic of Kazakhstan, the authorized body shall notify in writing the operator of the information and communication infrastructure of the “electronic government”, determined by the Decree of the Government of the Republic of Kazakhstan dated January 29, 2016 No. 40 “On determining the operator of the information and communication infrastructure of the “electronic government”, within 5 working days from the date of receipt of the complaint,” the order of the Ministry of Culture states.
And point 7-2 in the draft reads as follows: “The operator deletes (hides) the comment or part of it within 3 working days after receiving notification from the authorized body about the violation of the norms of the legislation of the Republic of Kazakhstan.”
The draft document will be under discussion until November 1.
