90% of Kazakhstanis will be exempted from mandatory income and property declaration

Kazakhstanis will be granted the right to voluntarily declare their income; this issue was discussed at a government meeting.

As of today, 4.8 million people have already entered the universal declaration system, including civil servants, managers and founders of commercial organizations, the quasi-public sector and their spouses, said the head of the Ministry of Finance of the Republic of Kazakhstan Madi Takiyev.

Regarding the obligations of about 8 million people of the remaining category of citizens (employees of private structures, pensioners, housewives, students and others) to submit declarations, the Minister of Finance proposed to exempt this category of citizens from submitting declarations of assets and liabilities, taking into account the digitalization of databases and the development of non-cash payments. The exemption will affect more than 90% of individuals in this category.

It is proposed to retain the declaration for the following category of persons:

  • having assets outside of Kazakhstan;
  • those who made purchases worth over 20,000 MCI (74 million tenge) during the year;
  • who received income that is taxed independently.

Prime Minister of the Republic of Kazakhstan Olzhas Bektenov supported the proposal and instructed the Ministries of Finance, National Economy and Justice to prepare the necessary amendments to the legislation and submit them to Parliament for consideration.

"Currently, more than four million people are filing declarations. Among them are civil servants, representatives of the quasi-public sector and business. It was planned that in 2025, all other categories of citizens would file declarations. This caused concern among the population, which the president drew attention to.

Today, government databases are digitalized to the maximum extent possible. Financial and currency control has been strengthened. Account data exchange has been established within the framework of international agreements. Digital services are widespread. Therefore, in general, all information on individuals' assets is available.

To this end, the ministries of finance and digitalization should ensure that information is received from all digital databases, including second-tier banks, for recording and tax control. Therefore, I support the proposal of the Minister of Finance to exempt the remaining categories of citizens from mandatory asset declarations in 2025," Bektenov emphasized.
